The Recommendations for maritime and harbour works in Spain: application of methods of level I, II and III

Abstract:
The objective of the new spanish Recommendations for Maritime and Harbour Works, "ROM 0.0, Procedure and Bases for the Calculation of Maritime and Harbour Works", (released on September, 2001)is to provide a set of technical norms and criteria applicable to the design construction, management, maintenance, repair and dismantling of all maritime and harbour works, whichever may be their class or purpose and materials, techniques and elements employed for their construction, management, maintenance and dismantling. In the same manner, the scope of application of this ROM 0.0 extends to all aspects related to port activity, management and maintenance of the littoral, management of marine resources, navigation, and interaction with natural environment.
The procedure includes the use of a variety of methods which are applied sequentially but with no continuity solution, and help define whether and alternative project option can satisfy the safety, serveability and exploitation requirements with the reliability, funtionability and operativity recommended during all phases of the project.
The new Recommendations open important questions which have to be faced under strong and regorous research programs. Some of them are: (1)the joint statistical distribution of the soil, water, air and materials properties; (2) joint distribution of water surface oscillations and atmospheric related variables, (3) statistical description of loads and actions and resistance and response due to use and exploitation of maritime and harbour works, (4) evolution of the above factors, (particularly materials properties) during the useful life of the work, etc.
